Static channel asset builder for coruna-lab.

# default: write web/sync into ../public, seeds into ../storage/app/channel-builder
.venv/bin/python tools/new_project.py --channel-id <32-hex> --support-template test --force
```

Laravel `ChannelProjectService` invokes the same entry with `--artifact-root` / `--state-root`.
